What an IDP Is — and What It Is Not

An International Driving Permit (IDP) is a standardised multilingual document issued by an authorised motoring organisation in your home country. It translates your licence categories into a format that authorities in other countries can read. It is not a standalone licence — it must always be carried alongside your original home country driving licence. An IDP without the home licence has no legal standing.

An IDP can only reflect the vehicle categories already on your home licence. If your home country licence covers only cars, your IDP will cover only cars. You cannot use an IDP to gain motorcycle authorisation you do not already have at home. Getting this right starts with confirming your home licence includes a motorcycle class before you apply for the IDP.

IDP formats: the 1949 Geneva Convention format (valid 1 year from issue) is used by the US, Canada, Australia, New Zealand, India, Japan and South Korea. The 1968 Vienna Convention format (valid up to 3 years) is used by EU countries, Russia, Belarus, Ukraine and Kazakhstan. Indonesia in practice accepts both formats.

Can I Ride a Scooter in Bali With a Car-Only Licence?

No — a car-only licence should not be treated as valid for riding a scooter or motorcycle in Bali, regardless of engine size. All motorised two-wheelers in Indonesia — including the 110cc–150cc scooters most commonly rented by tourists — require a motorcycle category authorisation. This means your home licence must include a motorcycle class (Category A, Class A, M endorsement, RE class, Class 6 or equivalent depending on your country), and if you need an IDP, the same motorcycle category must appear on it.

This is one of the most common documentation errors among first-time riders in Bali. A car driving licence — even with a valid IDP — does not cover scooters or motorcycles. If you do not hold a motorcycle licence at home, you should obtain one before attempting to ride in Bali.

Indonesian Local Motorcycle Licence (SIM C)

SIM C (Surat Izin Mengemudi C) is the Indonesian national motorcycle licence, issued by the Indonesian National Police (POLRI). It covers motorcycles up to 250cc and is what Indonesian residents and longer-term expats use to ride legally. For most short-stay tourists, SIM C is not the practical solution — the official process typically requires KITAS or KITAP (an Indonesian residency permit), not just a tourist visa.

If you are a longer-term resident in Bali with a valid residency permit, obtaining SIM C may be worth pursuing. The official government fee for a new SIM C is IDR 100,000 under Government Regulation PP 60/2016, though a medical certificate and psychological evaluation are also required and add approximately IDR 75,000–150,000 in practice. A written theory test and a practical riding test at a SATPAS licensing office (Polresta Denpasar or Polresta Badung in Bali) are also required. Requirements, procedures and costs can vary between offices and may change. Check current requirements directly with the relevant Indonesian authorities before proceeding.

Short-term tourists on a tourist visa should not plan to obtain a SIM C as their primary licensing solution. The official position requires Indonesian residency documentation. If you are visiting Bali short-term, the IDP and home motorcycle licence route is the appropriate path for most nationalities.

Police Checks in Bali — What to Expect

Periodic roadblock operations (razia) occur across Bali, particularly in Badung Regency — covering Canggu, Seminyak, Kuta and the southern tourist belt. During these operations, all passing motorcyclists are typically stopped. Tourist areas including Canggu and Seminyak have been specifically targeted in 2025 enforcement operations. Individual stops by officers outside of formal operations also occur regularly.

At a checkpoint, officers may check:

  • Helmet — must be worn by both rider and passenger; Indonesian national standard (SNI) is required
  • STNK (vehicle registration) — should be carried on the rental scooter at all times
  • Home country driving licence — the original document; a photo may not be accepted
  • International Driving Permit — carried alongside the home licence
  • Motorcycle category — officers may verify that your documents actually cover motorcycle riding, not just cars

Under Indonesian Traffic Law UU 22/2009 as currently published, maximum formal fines include IDR 1,000,000 for riding without a valid licence (Article 281), IDR 250,000 for not carrying documents you do hold (Article 288), and IDR 250,000 for riding without a helmet (Article 291). Enforcement practices can vary and rules may change. If an officer proposes an informal cash settlement, you have the right to request a formal written citation (surat tilang resmi), which triggers the official court process.

Practical advice: carry all your documents on every ride, wear a helmet at all times — not just when you think checkpoints are likely — and confirm the STNK registration document is on the scooter before you set off. These three steps eliminate most avoidable checkpoint issues.

Why Licence Documents Matter for Travel Insurance

Most travel and medical insurance policies contain exclusion clauses for claims arising from illegal activity. In Indonesia, riding a scooter without valid documentation — a valid home country motorcycle licence and, where required, an IDP with motorcycle category — is a traffic offence under UU 22/2009. If you are involved in an accident without proper documentation, your insurer may decline the claim entirely. This can include medical treatment, hospital bills, medical evacuation and third-party liability costs.

Multiple travel insurance providers explicitly state that riders without a valid motorcycle licence and IDP are not covered for scooter accidents in Bali. Medical treatment and evacuation costs can be significant. Check your own policy before riding — do not assume you are covered.

Insurance policy wording varies by insurer and country of purchase.
